Dubai and the Union
Under his rule Dubai grew from a small trading town into a major city, and much of the UAE's construction in the 1970s took place there. He worked with Sheikh Zayed on the Union Accord between Dubai and Abu Dhabi in February 1968 and on the formation of the UAE in December 1971.1
