More than 200 products are on the list through 2030, supplier prequalification is being cut back, and the Local+ list of approved UAE manufacturers has passed 100.
ADNOC has identified more than AED 60 billion of local manufacturing opportunities through 2030, covering more than 200 products and a wide range of spare parts that it currently buys, many of them imported, the Abu Dhabi Media Office said on 25 October. The announcement came at the second Make it with ADNOC Forum at Emirates Palace, held ahead of ADIPEC.
The products span rotating equipment and power, electrical, control and automation systems, drilling and completion equipment, chemicals and catalysts, piping, fabrication and heavy equipment, and spare parts. ADNOC, the Ministry of Industry and Advanced Technology and the Abu Dhabi Investment Office will work together to link manufacturers with demand data, the national industrial database and finance from the National Industrial Resilience Fund.
ADNOC is also changing how suppliers qualify. A redesigned registration process aims to cut the time needed by up to 80%, halves the number of documents and removes prequalification for 60% of service categories, with a single window for registration, qualification and compliance. Commercial and In-Country Value (ICV) offers will be assessed in one model, and the old bid-matching approach will be retired.
The Local+ programme, which requires contractors on new ADNOC tenders to source relevant products from approved UAE manufacturers, now includes more than 100 companies, up from 70 at its launch in May 2026. Since 2018 the ICV programme has redirected more than AED 307 billion into the UAE economy, localised more than 130 products and helped develop 95 factories.
"We are inviting companies to build capabilities in the UAE that will serve our industry and country for years to come," said Dr Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technology and ADNOC Managing Director and Group CEO. For manufacturers weighing a UAE plant, the published product list gives a clearer view of demand than before.
